UO should change the weather file to the one specified in the geojson feature file.
Actual behavior
UO is looking for and using the weather file specified in the base_workflow.osw file for Buffalo. Manually changing the weather file name in base_workflow.osw to the correct one solved the issue.

Steps to reproduce the behavior:
Run a UO simulation with a location (weather file) outside the US and with a detailed seed OS model file (not sure which one led to the bug).
Expected behavior
UO should change the weather file to the one specified in the geojson feature file.
