Windows CLI is slow #484

Expected behavior

prompt response from the CLI after a command is entered

Actual behavior

CLI takes a long time to perform even simple tasks, such as displaying the help or version.

To Reproduce

Steps to reproduce the behavior:

Enter uo --help
Wait until the response is printed to the terminal

Additional context

Seems to only happen on Windows. Response is quick as expected on Mac
Has happened since I've tested with Windows, and anecdotes from other users before then. I'd guess at least since v0.9.0, perhaps forever.
