update REopt API to v2 by 10/1/2022 #102

Waiting on reopt team to activate a couple forgotten v2 endpoints we use (outagesimjob is the one we care about). No other work on our end - api is the same in v2 as in v1.

v3 will involve more work as we adapt to the new api.
