Update PowerTrack rules to watch for @petabencana or @petajkt

You'll need to set a logo for @petabencana. You also need to update the profile with the BI text "Follow partner kami [partner agency twitter handle] u/ info terkini terkait #banjir." as part of the process for gaining and retaining verification. @talltom will need to request verification from Twitter. Suggest we ask direct, rather than the web form process, as the web form may end up in the hands of someone not familiar with the project (and get knocked back as the account doesn't have many followers). We may want to transfer followers over too—we could ask Twitter to do this I guess, in that case. I presume we want to start with a fresh twitter.invitees table?
