Since the last version it is no longer possible to install the extension under TYPO3 10.
The requirements have been changed to TYPO3 9 or TYPO3 11 see commit https://github.com/urbantrout/site-language-redirection/commit/4310bb2659875ea55f89f7e3fbf805a098a3d4e7.
I think it should be "typo3/cms-core": "^9.5||^10.4.0||^11.0.0", in composer.json.
