unable to reticket previously generated invite

This is during the "Update Invite" flow

I captured this screenshot when trying to use the "update invite" flow on a single planet (~dabnel-niblev). Notably, transferring to a master ticket also fails.

@lukestiles I'd really appreciate a high priority on this. As it is I cannot issue invite codes or transfer planets to master tickets, so I effectively have no way to give planets to anyone.
