Fix local deployment

Fixes local development with npm run pilot and npm run pilot-l2.

• Updates pushed in the azimuth package fix the "out of gas" problem.
• Fix truffle config.
• Fix L2 instructions in DEVELOPMENT.md
• Add some variables for using local network in frontend.
