Port Harrison's work into push/pull hook library as configurable option so they can allow federation and whom will federate the channel. A candidate might be a group role (janitor?).

@tacryt-socryp: The conceptual work is still unevaluated; the UX of dictating who has the permission to host the graph; how you revoke that permission, is up in the air.

@vvisigoth: There is some work on a scry vane, subscription loads would be lessened, which would affect how one would do this federation.

These concerns are addressed by operation beachhead, should be worked on next year
