implements:

windows as (groups of) iframes
- the navbar coordinates iframes in the same window to keep them in sync
persistent notification and settings buttons
stubs for workspaces
drag and drop windows
optimistic rendering for all Sky actions (no more 10 second load time to open a new tab)
further reduces unused screen real-estate

related to #78 and #91

iframe updates need to be aware of all url changes (does not work with tree currently)
