Add security disclosure policy information #67

It looks to me like https://github.com/urbit/urbit-key-generation/issues/55 was opened as a public issue. Should people be able to email security@urbit.org or something similar in order to report security issues privately first?

Absolutely, yeah. The security policy is described here, and I should link it in the README. Will do that.
