[ ] Update doc pages to indicate 3.13 support
[ ] Determine if we want to drop 3.10 support at the same time
Currently failing because of there not being 3.13 hdf5 wheels. May have to split this PR into conda builds and wheel builds separately depending on how long it takes for hdf5 wheels to be available
