Resource paths in ETK modules should be relative #235

This has been implemented and tested for glossaries. Spacy rules, Inferlink rules, etc needs to be handled

Made the changes in the code for relative paths for inferlink rules and spacy rules. Both of them are not working, ie spacy rules and inferlink rules in etk.

Created an issue for spacy, #241 and contacted Brian for inferlink
