Add social media ID (username) extractor #8

One of the QPR evaluation questions asked users to find Instagram handles. We should add an extractor for social media usernames. I understand this is very difficult, so the first iteration could be very conservative.

there are two social media extractors, spacy and inferlink, in the extraction config, apparently they didn't do anything. Will investigate
