YAML Object Loader Class #42

Something similar to the ImageLoader class in uscauv_common, but with an arbitrary storage datatype and an arbitrary function to process the xmlrpcvalues to create the datatype instances. Writing functions to do this manually in multiple nodes is getting really repetitive.
