get FISMAtic running in Windows #36

Update: Was able to get tests to pass on my Census machine, running through Anaconda Prompt. The one issue was the model download, which failed to symlink because of permissions. The model can be downloaded with a --user flag, which seems to gave the same warning, but otherwise seemed to work.

Closing for now, though unclear how smooth the process will be for others trying to set this up on Windows, particularly without admin rights.
