Proper capitalization #10

Do not capitalize state, county, tract, block group or block anywhere in the document unless they are the first word of proper sentence or row/column header. As often as possible say "census tract" or "census block" (and do not capitalize census in those cases). Follow approved editorial guidelines (inside the firewall: https://uscensus.sharepoint.com/sites/CensusCentral/Shared%20Documents/editorial%20reference%20guide.pdf) everywhere; e.g., 2020 Census or 2010 Census, not 2020 Decennial Census nor 2010 Decennial Census, etc.

@rrod515 Do you need to push/pull something? I don't see any changes in README.md. (Sorry for my novice status, when I closed issues on DAS, I could tell they had been done correctly from other artifacts.)
