Fixed references to py.test in recon/tests. Added back in lp/sol files needed for testing.

Where are these files in the tests/ directory?

tests is not used and was an oversight in pulling the repo over. recon/tests now works save for the S3 issue, which I'm fixing up after lunch

Deleted unused tests dir to address that issue.
