data parenx wuhan

adding here:

• Wuhan data + added "is_artifact" column
• notebook for the above
• parenx data for all cities (except Wuhan)
• extended parenx notebook (processing parenx outputs down to pushable size)

haven't gotten round to ruff&precommit but will do that next i promise :)
