When user visits the [CPF Reporter URL], dashboard includes Submit Workbook button. Clicking on this page sends user to a Submit Workbook page on the webapp

Implementation Plan

• Add a /dashboard route
• It should have functionality to view uploads
• Ability to filter uploads
• buttons to "Upload workbook", "Download Treasury report" and "Download Audit report"
