[Issue]: Reactivate does not work

Why is this issue important?

Deactivating a user works as expected, but reactivate does not work.

Current State

When I click Reactivate on the users page, the button doesn't change back to "Deactivate" as expected. If I click edit and trying to change the status to Active for the deactivated user, I get this error:

Expected State

When a user is changed to deactivated, clicking "Reactivate" should:

• change them back to active
• show the "Deactivate" button on the users page again
