Implement Reporting Period Dropdown and Manage Upload Permissions

Overview

On the uploads page, add a dropdown menu (see the screenshot) to filter uploads by reporting periods and modify permissions around file upload.

Dropdown Behavior

• Default selection: Current reporting period
  • If an organization has no current reporting period, select the latest reporting period
• Clicking the dropdown displays a list of all reporting periods

• When a user selects a reporting period, the uploads table updates to show only uploads from the selected period

Upload Workbook Button Behavior

• The Upload Workbook button is only visible when the selected reporting period matches the current reporting period
• Users can only upload files for the current reporting period
• The Upload Workbook button is hidden for all other reporting periods
• Users cannot upload files for past or future reporting periods

Accessing Current Reporting Period

The current reporting period ID can be found via: Organization -> preferences (JSON) -> current_reporting_period_id

Hold on this issue for now - #446 should address time sensitive need for being able to filter uploads. Will check with partners about priority of being able to download treasury report for past reporting periods. If something we move forward with, we may assess the design of the dropdown feature
