Replace Agency Code Field with Federal Awarding Agency field

Why is this issue important?

partner request from NJ, and other partners have expressed that they don't use or understand the current agency code field

Current State

Current agency code field requires users to know the agency codes it is searching on, and partners (NJ) have provided feedback that they often don't know this, so it is difficult to search, and that the agency codes displayed are difficult to parse.

Expected State

• New field should be created called "Federal Awarding Agency"
• Field should be a multi-select dropdown - selecting more than one uses "or" logic
• The dropdown should show the list below in alphabetical order
• Agency Code Field should be removed
• Ideally able to type ahead dropdown

List of Departments: I have included the relevant codes - these should be exact matches or the exact match for what is found before the first "-" in the agency code field (i.e. to ensure that USDOT vs DOT show different results)

• Department of Agriculture [should display if "USDA" is found in the agency code]
• Department of Commerce [should display if "DOC" is found in the agency code]
• Department of Defense [should display if "DOD" is found in the agency code]
• Department of Education [should display if "ED" is found in the agency code]
• Department of Energy [should display if "DOE" is found in the agency code]
• Department of Health and Human Services [should display if "HHS" is found in the agency code]
• Department of Homeland Security [should display if "DHS" is found in the agency code]
• Department of Housing and Urban Development [should display if "HUD" is found in the agency code]

@TylerHendrickson wondering if you have any concerns or implementation notes to add here. Also as this issue should be implemented to users at the same time as #2063 (so we don't remove current functionality), do you think we should use a feature flag for these two issues?

fyi that this issue is currently dependent on the outcome of the spike for retooling search, so we should not consider it as part of the current grants details redesign @mounalawrence @jsandlund
