[ID] Implement Saved Search feature

Front end requirements:

• [ ] A button to save the search
• [ ] A saved search pop-up confirmation
• [ ] A link to go to your saved searches
• [ ] A saved search management dropdown

Implementation details:

• Saved searches are always associated with an Agency (not User).
• The backend API will provide the following routes (all require authentication):
  • Create (save) a search for an Agency: POST /api/grants-saved-searches/:agencyId
  • Delete a search for an Agency: DELETE /api/grants-saved-searches/:agencyId/:searchId
  • Retrieve saved searches for an Agency: GET /api/grants-saved-searches/:agencyId?page&offset
• The backend API will represent a single saved search according to the following schema:

  "criteria": string  // text blob of serialized search criteria
  }

• Logic for serializing/deserializing search criteria saved to/retrieved from the API is front-end specific; the backend makes no assumptions regarding how the criteria (text blob) is formatted.
• To facilitate pagination, the client should always begin by loading saved searches for the current (displayed) view and automatically pre-load the next page. When the pre-load request returns no results, there are no more pages.

@mhuang-usdr or @rachel699 – A few questions about this feature:

1. What should be used to determine the order of the grants in the "Your saved searches" dropdown?
2. Is there a max limit to the number of saved searches that a single Agency can have at any given time?
3. Once a saved search is created, can it be edited, or only deleted (i.e. if someone wants to modify, they can click "Search again", modify the parameters as-needed, and save it anew)?

1. Same behavior as browser grants - newest open date first
2. None for now. If it becomes an issue we can add one.
