As a FOIA requester, in order to request a document some hyper-decentralized agencies, I need to find the right FOIA destination.

This comes from our research with DOD/Navy, who are currently represented in the YAML as: DOD > Department of the Navy.

Research indicates their internal structure is more like: DOD > Department of Navy > Navy > 38 sub-components > 100+ sub-sub-components

This sort of mapping can currently be seen on FOIAOnline: https://foiaonline.regulations.gov/foia/action/public/request/createRequest

This is possibly the case with DOI and other branches of the military.

Acceptance criteria

[ ] Decision made on whether potal will limit targeting to 2-tiers or if we will allow further specificity.
