Set up a fixed docker image for use in Deb S3 uploads so that the install does not need to occur with every build.

rob-baily commented 1 year ago

@codygarver I need to update the image and reference name before actually merging. See https://github.com/usdot-fhwa-stol/snmp-client/actions/runs/4295586605 for an example of using the updated flow. We can break it out into another reusable flow if we want.
