Add pedestrian odometry parsing

Description

This PR adds pedestrian odometry parsing to the parse_ros_bas.py file. Pedestrian odometry information is necessary for some of our verification testing metrics.

Depends on #33. The parese_ros_bags.py script is being relocated there.
