Platooning plugin should use common headway parameter #118

Ideally, the platoon leader should send out a desired headway to its platoon member and the platoon member should maintain the headway based on the receiving headway value. Currently their are keeping a configurable headway with their leader based on its own platooning parameter.

@qswawrq The DeployedIn label conflicts with the info recorded here. The description implies a change that is still needed, with no comments describing that it has actually been implemented yet. But the DeployedIn label tells us that it was implemented in 2.7.2, in which case this should be closed. Please elaborate.

There is no implementation of this enhancement ticket. Remove DeployedIn label to avoid confusion.
