Update license & contact info in package.xml #142

Our package.xml files still contain "todo"s and example info in various fields such as license info and maintainer contact info. We need to populate all of these with real info before community-wide distro in September 2018. Probably need to work w/Taylor to figure out appropriate maintainer contact info.
