Steps to reproduce the behavior
Follow the procedure for PCD map generation using the ROSBag stored in the /opt/carma/maps directory on the Blue Lexus. NDT mapping errors out during step 3.

Although this is definitely a problem, it is not a problem in the Carma software. Therefore, not tagging it as an anomaly, which would count against our code.
