Temporarily turn off apply_occlusion until fixed #196

Description

This PR is to turn off apply_occlusion function temporarily so that people who are testing can continue testing their invidivual functionalities. Due to an open issue, https://github.com/usdot-fhwa-stol/carma-utils/issues/194, this may create unnecessary idle time for other developers
