v2x hub rsu health monitor payload should specify identifier for connected rsu #213

Summary

RSU Health Monitor Plugin in v2x hub can be configured to query status from multiple RSUs by specifying their IP and authentication information, however the payload generated from the snmp queries returns information without any identifier for the RSU it was received from, making it hard to differentiate the source of the payload.

Reasoning for new functionality

Identifying source of payload when multiple RSUs are connected to the RSU Health Monitor.

Enhancement not required - Expectation is that RSUID will be configured on the RSU and can be used as unique identifier
