Add TRB scenario #179

Summary

We want to add a new configuration for the TRB 2024. There should be a pedestrian crossing the street and three heavy vehicles blocking the CARMA vehicle's view of the pedestrian. We want the CARMA vehicle to collide with the pedestrian because of this occlusion.
