What happened?

The following usdot-jpo-ode/jpo-s3-deposit settings are misconfigured:

Deviations from Platform Branch protection rules Unable to add usdot-fhwa-stol/administration group to restriction for pushing to master/develop branch. Unable to add individuals to bypass required PR option for master/develop branch. Unable to add usdot-fhwa-stol/leidos-developers group to restriction for pushing to master/develop branch.

Summary of current progress

Aligned branch rules for master with carma-platform/master. Aligned branch rules for develop with carma-platform/develop. Stage branch needs rules to align with, unless that can just be carma-platform/develop. Branch protection rules are in place, unsure why the error was flagged. Unsure if 'Allow Force Pushes' should be enabled for develop branch protection rules. It is aligned with carma-platform/develop for this.
