README.MD editorial update and v3.1 Release notes #167

Pull request includes editorial updates to README.md to reference the new version. Draft release notes for v3.1 are updated as well. There are few missing links that still need to be updated but will not require a PR.

@Mahsa-Ettefagh thanks for getting this started. I added to RELEASES and made one change I've been wanting to do for a while in the main README, which is putting a summary of WZDx before the repository navigation section, so that visitors don't have to scroll past the directory structure to see what WZDx is about. I adapted what I put in the new intro from the below sections but some is new, so I'd appreciate a review and revision if needed.

Once reviewed/merged, all that is left is to create the PR for merging spring-2021-release to master and doing final QA there.
