Issue name: “beginning_milepost / ending_milepost (WorkZoneRoadEvent / DetourRoadEvent): not internationally descriptive”

Summary

Miles are not international units of measurement. These 2 fields are not used for measurements, but rather for marker locations relative to a zero point. In some regions the numeric value can represent N miles from 0 and in others, N kilometers from 0.

Proposed changes

Change the property names to "beginning_roadway_location_marker" or "beginning_highway_location_marker" ("ending_roadway_location_marker" / "ending_highway_location_marker") and adjust the property descriptions accordingly:

"A roadway location marker is a surveyed distance posted along a roadway measuring the length (in miles or tenth of a mile, or kilometers or meters) from the south west to the north east. These markers are typically notated on State and local government digital road networks."
