Update documents folder: fix links, update MassDOT Vendor API doc, alphabetize #254

This PR makes a few changes in the documents/ folder:

Update the MassDOT Vendor API Specification document to the latest version.
Fix broken links in documents/ folder (links were to a branch that no longer exists, I changed them to internal references)
Alphabetize entries in the documents/README table

Thanks for the edits. The MassDOT Vendor API Specification that I had uploaded was the version 6 document that Neil asked me to use and said it was the latest version when we spoke last week. Is this not correct?

@mollybehan The version you uploaded that is currently in the repo is v1.0. It is outdated; the up to date version is v4.0, which is three years newer! I talked to Neil yesterday and told him I'd add the latest.
