The Work Zone Data Exchange (WZDx) Specification aims to make harmonized work zone data provided by infrastructure owners and operators (IOOs) available for third party use, making travel on public roads safer and more efficient through ubiquitous access to data on work zone activity.
This PR sets up a few areas for the v4.1 release such as:
Add a schemas/v4.1 directory for the v4.1 schemas.
Update "current version" links and references in documentation files.
Add placeholder sections in documentation files for v4.1 release notes.
Previously, we would have made these editorial/setup changes directly to the release branch, but with the new branch protection, it has to happen through a PR.
