Distinguish toll lanes from ordinary lanes #284

Issue name: “Distinguish toll lanes from ordinary lanes”

Summary

A concise description of the problem, feature request (proposed change), or question. High Occupancy Toll (HOT) lanes are painted line or barrier separated from the general purpose (GP) lanes.

Motivation

It appears there is currently no provision in WZDx for the distinction of a lane being a toll lane. In the case of Charlotte, NC, the toll lanes are managed by a private agency (I-77 Mobility Partners / Cintra) ; vs the general purpose lanes which are managed by NCDOT.

Proposed changes

Suggestion: add a new enumerated value in the LaneType Enumerated Type: "toll-lane"

@nawebster can you propose a description/definition for the proposed LaneType value oftoll-lane? I think it is important that the definition is clear so that producers know when to use it and consumers know how to handle it/what is different about it from a general lane.

Hi Jacob, Here is my proposed definition (description) of the toll lane Enumerated Type.

A lane that is accessible only to vehicles that have paid or are paying the toll. It may also serve dual use as a High-Occupancy Toll-Others (HOT) lane which allows free use to vehicles meeting certain conditions.
