This PR originates from #244 and discussion between co-chairs of the WZDx Workers Presence and Smart Work Zones Subgroup.
Specifically, it involves adding a personal-device value to the MarkedLocationType enumerated type. This value allows using a LocationMarker to represent a connected device that is worn or carried by an individual worker in a work zone, such as a vest or helmet.
