This PR was inspired by discussion about #244.

It adds values to the MarkedLocationType enumerated type to support using a LocationMarker to mark road closures and ramp closures.

The following changes were made:

Add ramp-closure value to the MarkedLocationType enumerated type.
Add road-closure value to the MarkedLocationType enumerated type.
