Addition of "Implementation Guidance" Section #321
Create a section separate from Business Rules to shows best practices, tips, and guidance for implementing a WZDx feed.
Motivation
A joint meeting between the Technical Assistance Co-Chairs and the Spec Update Co-Chairs determined a need to separate Business Rules from Implementation Guidance. A Business Rule has been defined as something that cannot be expressed in the specification, but is required for compliance. Implementation Guidance would hold anything that does not fit into the Business Rules definition such as best practices, helpful tips, and guidance information. This section could be house in Creating_a_WZDx_Feed.md or in the Wiki and would be implemented after the v4.1 branch has been merged.
