We can just re-use this: https://www.contributor-covenant.org/version/2/0/code_of_conduct/

But should we do this, we're going to need to change the Licensing.md file to indicate that the CODE_OF_CONDUCT.md:

Is based on the Contributor Covenant, created by Coraline Ada Ehmke and released under the CC BY 4.0 License.

But we need to make a decision on this.
