Determine exit criteria for consultation equity service.

Acceptance Criteria

[ ] A paragraph or bulleted list of content
[ ] all of us weigh in, @AlexBornkesselUSDS passes to @celestemespinoza then to @jeremyzitomer-usds
[ ] A SOW template-of-sorts that includes exit criteria and defining and aligning our service

a really loose place for us to draft up tasks and assign them accordingly
