The MP shortcut is misbehaving when already zoomed into the US

Describe the bug When zoomed into the US, in this case Texas) the MP shortcut seems to just select a nearby census tract. When in the AS shortcut, the MP shortcut behaves correctly.

To Reproduce Steps to reproduce the behavior:

1. Go to 'Explore the tool'
2. Click on 'a US census tract'
3. Select 'MP shortcut'
4. See error

Expected behavior The MP shortcut should always zoom to the MP boundaries
