We probably don't need to have County after every County: (Name)

Describe the bug In the census tract description box, after every county name, I believe we are programmatically adding "County" after every County name (either that or that is what the data is?). If true, we probably don't need that extra "county."

To Reproduce Steps to reproduce the behavior:

1. Go to 'Explore the tool'
2. Click on 'a census tract'
3. See error

Expected behavior Instead of County: (Name) County We could have County: Name
