SPIKE - As a data developer, I want to understand different mathematical approaches for converting between census tract and other geographic units, so I can understand their pros and cons. #1392

Description Research mathematical approaches that could be used to translate between census tracts and other geographic units such as county, state, metropolitan transit systems, zip codes, etc.

Note that EJScreen also provides the ability to draw a radius from a certain point (e.g., so you can say, this is the location of an abandoned oil well, what are the characteristics of communities within 5 mile radius of that oil well who will benefit from an oil well cleanup effort).

Other tools provide the ability to draw polygons (e.g., so you could draw the outlines of a transit system).

Solution The solution will be a research document with an analysis of alternatives and pros/cons of the options.

Closed given that there only seems to be one reasonable proposal: "A geography's percent disadvantaged is determined by the weighted average by population in DAC tracts."
