As an EVCM, I want to see a visualization of my census block group and surrounding impact score on a map, so that I can understand if my community has been prioritized #147

Description The EVCM visitor to the site should be able to zoom in on the census block group of interest and see visualized through color coding whether the CBG is prioritized (i.e. cumulative impact score is between 75%-100%), on the cusp (60%-74.99%), or not prioritized.
