Add additional language to the side panel in unselected state to provide instructions on how to use the CEJST #1597

Purpose

People are not clear that they need to zoom in and they are not clear that they can select non DAC tracts. We removed the first instruction for.... reasons but we should address these usability concerns.

Add the following text

Zoom in or search and select to 
see data about any census tract 
of interest

@vim-usds can you estimate this ticket. I don't think we discussed it at grooming but I'd like to see if it can make the next sprint.
