Add ability to compare scores

This PR adds the ability to perform a comparison between the published score and your local score. You can kick this off locally by calling poetry run python3 data_pipeline/comparator.py compare-score. It will also run as part of the staging backend deployment, and will add some summary comments to the PR. (This seemed like the most logical place to me, considering it's already generating the score and adding comments to the PR.)
