Update jupyter-core dependency

This PR bumps jupyter-core to a newer version to fix an issue identified by dependabot.

It's a pretty minor update that only impacts the jupyter part of the process; I loaded up a few notebooks and everything opened and ran just like before. I also ran the pipeline just in case, and it ran fine.
